In 1994 the Tutsi minority ethnic group was brutally slaughtered by the Hutu majority in Rwanda, Africa. One of those advocating for a constructive solution to the Rwandan crisis at the UN was the Czech diplomat Karel Kovanda. It was he who first officially called the Rwandan events a genocide. Although a large part of the film is devoted to world conflicts and foreign policy, its main storyline focuses on the life of Karel Kovanda, one of the most influential Czech figures in Brussels today.
